Con.Res. 7. and HR 1 including High-3 to High-5, and ending the FERS annuity supplement increased fees for appeals to the Merit System Protection Board (MSPB) and incentive payments to employees to shift their status to at-will, employment provision to add a 5% payroll tax - on top of the existing 4.4% tax - towards federal retirement without any added benefit and provisions to charge a 10% administrative fee for voluntary payroll deductions toward employee organization dues.
