DAYTON DEVELOPMENT COALITION

Support funding for economic development of the Dayton, Ohio, region; support Community Project Funding (CPF) for the Dayton, Ohio, region in House Appropriations bills; support Congressionally Directed Spending (CDS) for the Dayton, Ohio, region in Senate Appropriations bills; support military construction (MILCON) funding for Wright-Patterson Air Force Base, Ohio, and Springfield Air National Guard Base, Ohio, in future budget requests; support funding the design for the repair of the Wright-Patterson primary runway; support establishing a pilot program granting Defense Acquisition Organizations the authority to directly lease up to five facilities for up to five years to address urgent space requirements for classified work and acquisition missions; support amending 10 U.S. Code 4124 to expand authorities for Partnership Intermediary Agreements (PIA) including authorities that are consistent with authorities for Partnership Intermediary Agreements in Title 15; support urging the Air Force to fund $9.2 million for Planning and Design (P&D) toward construction of the Advanced Materials Research Laboratory of the Air Force Research Laboratory (AFRL) at Wright-Patterson using funds allocated for defense laboratories; support authorizing and appropriating $19 million as Community Project Funding (CPF) or Congressional Directed Spending (CDS) for planning and design (P&D) toward construction of the U.S. Space Force Intelligence Facility at Wright-Patterson Air Force Base; urge the Department of Defense and Department of the Air Force to retain the rank of the commander of the Air Force Materiel Command as a four-star general officer; support funding for planning and construction of the Grange Hall Road/Interstate 675 interchange; support reintroduction and enactment of the Veterans Affairs Centennial and Heritage Act from the 118th Congress in support of the history program of the Department of Veterans Affairs and the National VA History Center (NVAHC); support H.R. 4747 and S. 2434, bills to amend the Dayton Aviation Heritage Preservation Act of 1992 to adjust the boundary of the Dayton Aviation Heritage National Historical Park (all sections); urge inclusion of language in the fiscal year 2026 Financial Services and General Government Appropriations Bill to direct the Small Business Administration (SBA) to extend the period of availability to fund the Wright-Patterson Regional Council of Government project as provided in the Consolidated Appropriations Act, 2022 (Public Law 117-103); support the following provisions of H.R. 3838, Streamlining Procurement for Effective Execution and Delivery and National Defense Authorization Act for Fiscal Year 2026 (as passed House): Section 2852, Modification to unspecified minor military construction authority for laboratory revitalization projects; Section 2867, Limitation on Use of Funds to Reduce Capabilities or Staffing of Department of Defense Treatment Facilities Located Inside the United States; and Section 547, Detail of members of the Space Force as instructors at Air Force Institute; support H. Rep. 119-23, Report of the House Armed Services Committee on H.R. 3838, Infrastructure Requirements at Medical Research Units (page 412); oppose the following provision in S. Rep. 119-52, report of the Senate Appropriations Committee to accompany S. 2572, Fiscal Year 2026 Department of Defense Appropriations Bill: Air Force Civilian Personnel (Page 14); support a proposed amendment to S. 2572 adding $30 million for Air Force RDT&E, Aerospace Sensors; support the following provision and military construction authorizations at Wright-Patterson Air Force Base, Ohio, in S. 2296, National Defense Authorization Act for Fiscal Year 2026: AI Supercomputing Center (Design), $2.8 million; Human Performance Center Lab, $45 million; and runway, $15 million (design); and Section 724, Improvement of Availability of Care for Veterans from Facilities and Providers of the Department of Defense; oppose the following provision of S. 2296: Section 1032. Prohibition on Destruction or Scrapping of World War II-Era Aircraft; oppose cuts or downsizing of the Air Force Institute of Technology (AFIT) at Wight-Patterson Air Force Base; and support Senate version of H.R. 3944, the Fiscal Year 2026 Military Construction-Veterans Affairs Appropriations Bill, appropriation of $30 million for the first increment of a $45 million AFRL Human Performance Center Lab at Wright-Patterson; support urging the administration to budget for construction of the Acquisition Management Complex Phase 5 at Wright-Patterson Air Force Base; support H.R. 5100 (all), to reauthorize the Small Business Innovation Research (SBIR) program and the Small Business Technology Transfer (STTR) program
