Total Learning Act

This bill directs the Department of Education (ED) to award competitive grants to full-service community schools or to partnerships between local educational agencies and either social-service providers or full-service community schools to implement innovative early-learning curricula in high-need communities for children from birth through age nine.

The bill includes as grant-covered costs those incurred for: (1) extended school hours and days; (2) staff development, compensation, and retention; (3) comprehensive child and family support services; and (4) other activities ED deems appropriate to promote academic success for children living in poverty.
