Healthy Employee Loss Prevention Act of 2018 or the HELP Act
This bill establishes (1) a worker adjustment assistance program (including a Transition Adjustment Assistance Fund) to provide assistance and job retraining for workers who have lost their jobs due to unplanned closures of coal and coal dependent industries, and (2) a Critical Employment Advisory Commission.
