Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide that title I (Protection of Employee Benefit Rights) does not preempt any State law which provides for: (1) the payment of prevailing wages; (2) standards or other requirements relating to apprenticeship or other training programs; or (3) liens, bonding, or other security to collect delinquent contributions to a multiemployer plan (except that such plan must provide notice to any person so obligated).
