Ensuring adequate staffing level at USDA's Rural Development where the Section 538 program, should it be slowed down by staffing issues, would cause net losses to the government (by virtue of the fact that this is a "negative subsidy" program.) Need for streamlined processing of Sec. 538 applications, given reduced staffing. Need for DOGE to not compromise good projects moving forward.
