Support expanding NISTs partnership capacity with State and local weights & measures agencies, enabling stronger training, data-sharing, and adoption of uniform testing protocols.

Issues relating to Senate Farm Bill legislation, including companion language to Section 12003 of H.R. 7567, the Farm, Food, and National Security Act of 2026, supporting expanded agricultural detector dog training capacity. Issues relating to language in the Senate draft Farm Bill that would increase Plant Protection Act Section 7721 Plant Pest and Disease Management and Disaster Prevention Program up to $150 million and tighten language with respect to high-risk states. Issues relating to Goldspotted Oak Borer (GSOB) and the South American Palm Weevil (SAPW) - both of which have expanded beyond the federal rapid response window and now require sustained regional investment in research, management, and extension. Issues relating to implementation of FY 2026 Plant Protection Act Section 7721 program and allocations to strengthen on-the-ground early detection, surveillance, diagnostics, and rapid response capacity through state departments of agriculture and local partners. Issues relating to future improvements for implementation of the Plant Protection Act Section 7721 including strengthening early detection and surveillance systems, providing a more disciplined reserve framework that preserves response capability while strengthening baseline prevention investments, prioritizes high-risk states operations, strengthens timely, applied research & technological advancements, and clearly distinguishes between front-line operational prevention activities and broader research or institutional investments to ensure measurable safeguarding capacity. Issues relating to draft legislation amending the Beagle Brigade Act of 2023 (P.L. 118-191) authorizing funding for FY 2027-2035 to increase the number of detector dog teams and to prioritize training and geographic training capacity, including for significant events, such as the United States Semiquincentennial, FIFA World Cup 2026 and the 2028 Olympic Games in Los Angeles, California. Issues relating to the California Pest Prevention Program Analysis (C3PA), a comprehensive assessment developed in collaboration with academic researchers, CACASA, CDFA, USDA-APHIS, and CBP. The project evaluates Californias Pest Prevention System -the integrated federal, state, and county framework designed to prevent pest introduction, establishment, and impacts to California agriculture and natural spaces. Explores opportunities to strengthen the integrated federal, state, and county system for pest prevention, early detection, surveillance, diagnostics, and rapid response. Issues relating to two shipments; grapevines from Fresno, California and willows from Tyler, Texas nurseries containing glassy-winged sharpshooter (GWSS) egg masses, nymphs and some adults. State and local agricultural officials immediately began response and containment efforts.

Issues relating to end of FY 2026 additional funding for projects under Canine Detection and Surveillance appropriation and Plant Protection Act Section 7721 rapid response program. Support additional funding for agricultural detector dog teams at U.S. Customs and Border Protection in S.2, Secure America Act (P.L. 119-98). Support Canine Detection and Surveillance that plays an important role in invasive species and disease detection in H. Rept. 119-632 accompanying the FY 2027 Agriculture, Rural Development, Food and Drug Administration, and Related Agencies appropriations bill, H.R. 8646. Support prioritizing USDA-APHIS use of Plant Protection Act Section 7721 pest and disease management program funds for cooperative agreements with State departments of agriculture to support operational early plant pest detection, surveillance, and mitigation activities in high-risk states. Oppose the Administrations FY 2027 proposal to eliminate funding for nutria eradication within the U.S. Fish and Wildlife Service, including reductions of approximately $3.2 million in the Partners for Fish and Wildlife Program and $3.0 million within the National Wildlife Refuge System. Issues relating to H. Rept. 119-652 accompanying H.R. 8845, the Commerce, Justice, Science, and Related Agencies Appropriations Act, 2027, recognizing the role of the National Institute of Standards and Technology Office of Weights and Measures in supporting accurate and uniform measurement systems, including emerging measurement technologies. Support House amendment 92 to H.R. 8646, Agriculture, Rural Development, Food and Drug Administration, and Related Agencies appropriations Act, 2027, that Increases/Decreases $7 million to USDA-APHIS funding to address the glassy-winged sharpshooter--infested nursery stock shipments in California. There is uncertainty regarding the ultimate biological outcome of this event, we do not currently have a technical estimate supporting a $32 million funding request. The state of California is providing approximately $3.5 million to support the immediate response effort. California is planning for an additional $15 million over three years for eradication activities if infestations are ultimately confirmed. Issues relating to increasing the Commodity Credit Corporation (CCC) statutory borrowing authority above $30 billion to preserve USDA's capacity to respond to agricultural disasters, invasive pests and diseases, trade disruptions, and other agricultural emergencies.

Issues relating to third-party audit focused on assessing the operational performance of EPAs Office of Pesticide Programs (OPP) and recommendations for improvement. Issues relating to invasive species nutria expanding populations and geography in California and agency collaboration with USDA Wildlife Services. Support H.R. 776, reauthorizing the Nutria Eradication and Control Reauthorization Act through 2030 that would allow the Department of the Interior to provide financial assistance to states for (1) eradicating or controlling nutria, and (2) restoring marshland damaged by nutria. It was referred to the Senate EPW Committee on Feb 5, 2025. Issues relating to the two nursery-stock shipment incidents involving all stages of glassy-winged sharpshooters from nurseries in Fresno, California and Tyler, Texas and environmental documentation not completed for urban response. Urban treatments are paid for by state funds and winegrape industry assessments. Environmental Assessment is done for areawide agricultural suppression (vineyards, orchards, commercial agriculture). Environmental documentation is incomplete for urban response, federal dollars cannot be used in neighborhoods, retail nurseries, or residential properties.

Issues relating to proposed rule regarding 2 C.F.R. part 200 governing federal financial assistance, including administrative and compliance requirements applicable to state and county governmental entities carrying out operational cooperative agreements.
