Specifically: appropriations regarding international conservation and foreign assistance funding; federal funding for international wildlife conservation; federal funding to address plastic pollution; implementation of the National Strategy on Wildlife Trafficking and the END Wildlife Trafficking Act; efforts to promote tropical forest conservation and prevent deforestation and illegal timber trade, including implementation of the Tropical Forest and Coral Reef Conservation Act; efforts to promote marine conservation and prevent illegal, unreported and unregulated fishing; efforts to support domestic wildlife conservation and tribal-led efforts to restore and manage bison on tribal lands, including in support of Tribal food sovereignty; federal funding to promote sustainable food systems; efforts to prevent pandemics at the source; federal funding to support adaptation and resilience and promote renewable energy, and provisions regarding these matters included in the House and Senate Budget Resolutions and House and Senate FY2026 funding bills and the Presidents FY26 budget request and rescissions packages. Other Specific Activities: FY2026 International Affairs Budget and State, Foreign Operations - support robust international affairs budget including funding for biodiversity conservation and specific advocacy for the Global Environment Facility, the Tropical Forest and Coral Reef Conservation Act, and the US Foundation for Natural Security and Counterterrorism; funding for the State Department to address wildlife trafficking and other natural resource crimes; funding to implement the Lacey Act; funding to address ocean plastics pollution through the State Department and the Development Finance Corporation; funding to address IUU fishing and associated labor and human rights violations; funding to support adaptation, sustainable land use and forest conservation, and clean energy deployment in developing countries; funding in support of the Global Water Strategy and water basin conservation and management; and funding for the Development Finance Corporation to support environmental and conservation investments. Advocating against proposed rescissions of previously enacted foreign assistance funding, including for international conservation. FY2026 Budget for Interior, Environment and Other Programs - support robust funding for U.S. Fish & Wildlife Services Law Enforcement and International programs, including the Multinational Species Conservation Funds; support funding for other Interior/Environment programs, including National Park Service International Program, US Forest Service Office of International Programs, Endangered Species Act, EPA programs to address plastic pollution and food waste, and USGS programs to research the impacts of plastic pollution on human health and the environment; support language protecting the Arctic Ocean and Arctic National Wildlife Refuge from oil and gas development; support language on USFWS activities to address wildlife trafficking and zoonotic disease spillover; support language to establish a robust recycling regime in the U.S and improve systems to prevent plastics pollution and materials waste; support language on ensuring safeguards for activities in parks and protected areas; support dedicated funding for conservation and restoration of black-footed ferrets, bison, and other endangered species, including programs that support Tribally managed bison herds. Oppose riders to undermine or weaken Endangered Species Act protections. FY2026 Commerce, Justice and Science Budget - support funding and report language for programs addressing illegal, unregulated and reported (IUU) fishing, ocean plastic pollution/marine debris, NOAA programs in support of marine mammal conservation, including right whales, and NIST circular economy programs; oppose riders threatening marine mammals, including protected and endangered whale species. FY2026 Agriculture Budget - support funding for Farm Bill conservation programs and programs to improve food safety and security and monitor, prevent animal/human disease transmission, promote sustainable agriculture and food systems; prevent illegal timber trade; reduce food loss and waste; and for Tribal conservation and food sovereignty initiatives. FY2026 Department of Homeland Security Budget - support report language and funding for efforts to prevent illegal fishing and illegal imports of timber, seafood, and wildlife. FY2026 Budget for Energy and Water Development, and Related Agencies - support funding to develop a robust recycling regime in the U.S.; support language to promote the development and deployment of renewable thermal energy and funding for the development and deployment of green hydrogen. FY2026 Budget for Labor, Health, and Human Services - support language for NIH research into the human health impacts of plastic-related pollution.

Marine/Maritime/Boating/Fisheries

Monitor and evaluate federal initiatives, both authorizing and appropriations related, and regulatory matters regarding: international and foreign assistance funding; marine conservation; marine mammal conservation, including right whales; the Arctic region; illegal, unreported and unregulated (IUU) fishing; sustainable aquaculture; wildlife trafficking; international fishing subsidies; ocean plastic pollution; oceans-related climate change; and the international treaty on Biodiversity Beyond National Jurisdiction (BBNJ).
