Issues of concern include the legal and regulatory limitations on the abilities of prime contractors to help grow DBE capacity as well as the disparity between the pool of certified DBE firms and those able to participate as subscontractors on federal-aid projects.

Supported completion of FY 2025 transportation appropriations legislation that fully funds surface transportation programs at levels authorized in the IIJA. Supported full funding of surface transportation programs in FY 2026 appropriations.
Support for Highway Trust Fund solvency measures, including S. 536 the Fair SHARE Act, which would impose a fee on electric vehicles and the electric vehicle fee included in the One Big Beautiful Bill Act. Support for business tax measures including bonus depreciation, R&D expensing, and accelerated depreciation for factories.
