Clean Air and Water (quality)

Supported U.S. Environmental Protection Agency (EPA) new guidance on implementing Waters of the United States rule. Met with OMB to oppose FHWA's proposed greenhouse gas performance measure.

Civil Rights/Civil Liberties

Urged proper implementation of the Disadvantaged Business Enterprise (DBE) programs. Issues of concern include the legal and regulatory limitations on the abilities of prime contractors to help grow DBE capacity as well as the disparity between the pool of certified DBE firms and those able to participate as subscontractors on federal-aid projects.

Transportation

Support for reauthorization of highway and public transportation programs due in 2026. ARTBA reiterated priorities for proper implementation of the Infrastructure Investment and Jobs Act, including but not limited to Buy America provisions.

Labor Issues/Antitrust/Workplace

Urged OSHA develop of a new heat proposal that addresses varying conditions.

Environment/Superfund

Supported NEPA reforms to streamline federal permitting process. Support for PERMIT Act of 2025. Support for Interactive Federal Review Act. Army Corps Nationwide Permits Reissuance

Budget/Appropriations

Supported completion of FY 2025 transportation appropriations legislation that fully funds surface transportation programs at levels authorized in the IIJA. Supported full funding of surface transportation programs in FY 2026 appropriations.

Taxation/Internal Revenue Code

Support for Highway Trust Fund solvency measures, including S. 536 the Fair SHARE Act, which would impose a fee on electric vehicles and the electric vehicle fee included in the One Big Beautiful Bill Act. Support for business tax measures including bonus depreciation, R&D expensing, and accelerated depreciation for factories.
