Drug Abuse Education and Prevention Act of 1986 - Extends through FY 1989 the authorization of appropriations for the Department of Justice Assets Forfeiture Fund.

Amends the Tariff Act of 1930 to extend through FY 1989 the authorization of appropriations for the Customs Forfeiture Fund.

Provides for the use of both such funds by: (1) the Secretary of Health and Human Services to assist the States in providing drug abuse education and prevention programs; and (2) the Secretary of Education to assist the States in providing statewide elementary and secondary school drug abuse education programs.
