Nuclear Winter Research Act of 1986 - Directs the Secretaries of Defense and of Energy to obligate specified amounts out of appropriated funds for FY 1987 through 1991 for nuclear winter research activities.
Requires the Secretary of Defense, acting through the Director of the Defense Nuclear Agency, to distribute certain allocations to government and nongovernment entities for nuclear winter research activities.
Allocates a specified amount for the Nuclear Winter Study Commission established by this Act. Directs such Commission to conduct a comprehensive study on the consequences of nuclear explosions and exchanges, including the implications of such consequences upon U.S. military and civil defense policies. Requires the Commission to report to the President and the Congress regarding the conduct of such study.
