Limits the obligation of funds for the deployment and maintenance of launchers for U.S. nuclear weapons.

Waives such limitations if: (1) the President so requests in writing to the Congress, citing national security reasons for such waiver; and (2) each House of the Congress votes to authorize such waiver by bill or joint resolution within 60 days.
