Plain-English summary
Amends rule XXXIV of the Rules of the House of Representatives to require official reporters and stenographers of committees to take down a verbatim account of House and committee proceedings. Requires the verbatim account in the House to be designated in the Congressional Record as Proceedings of the House. Provides for corrections to such account in a separate section of the Record. Authorizes each committee to adopt a procedure for the correction of errors in its transcripts.
