Official title: A bill to amend the Military Selective Service Act to prohibit any person under the age of 21 to be required to register with the Selective Service System so long as the provisions of Public Law 98-363 remain in effect insofar as they relate to a reduction in Federal highway aids to states who have not established a minimum drinking age of 21.
