Skilled Enlisted Reserve Military Training Act - Permits the Secretary of each military department to establish a Skilled Enlisted Reserve Training Program in which the Secretary agrees to provide educational assistance in a technical field in return for a person's agreement to perform a specified period of active and reserve enlisted service. Directs the Secretary to pay all educational expenses incurred and permits the inclusion of a monthly stipend. Sets forth the eligibility requirements for such assistance and the status of the enlistee at various stages. Obligates such enlistee to complete his service or reimburse the United States for the training received.

Directs the President to report to Congress annually on such program.

Authorizes appropriations for FY 1983 and subsequent fiscal years.
