Federal Pay Continuity Act - Defines the term "agency" for purposes of this Act to include: (1) an Executive agency; (2) the Judicial branch; (3) the Library of Congress; (4) the Government Printing Office; (5) the Legislative branch; and (6) the District of Columbia government.

Appropriates the funds necessary to pay agency employees and members of the uniformed services during any period when such funds are not available because the legislation making appropriations to the Government entity employing such individuals has not been enacted.
