Title I: Citizens' Oversight Panel - Establishes the Citizens' Oversight Panel consisting of private persons to accept written, sworn complaints alleging that any Member, officer, or employee of the House of Representatives violated the Code of Official Conduct of the House of Representatives, any law, or other standard of conduct applicable to the conduct of such Member, officer, or employee. Requires the Panel, when appropriate, to refer such complaints to the House Committee on Standards of Official Conduct of the House of Representatives for investigation.

Title II: Amendment to the Rules of the House of Representatives - Makes technical and conforming amendments to the Rules of the House.

Title II: Effective Date - Makes this Act effective on January 1, 1981.
