This bill excludes Guam from the application of the Defense Base Act (DBA). The DBA provides workers' compensation protection to civilian employees working on national defense projects outside the United States.

Under current Department of Labor guidance, the DBA applies to U.S. citizens and lawful residents working on such projects in Guam.
