No Unconstitutional War with North Korea Act of 2020

This bill prohibits the use of federal funds for military force in or against North Korea unless (1) Congress has declared war, (2) Congress has enacted specific statutory authority for such military force, or (3) the President is exercising powers as Commander-in-Chief in a national emergency stemming from an attack against the United States or the Armed Forces.
