Hold Accountable and Lend Transparency on Campus Sexual Violence Act or the HALT Campus Sexual Violence Act

This bill addresses dating violence, domestic violence, sexual assault, or stalking incidents on college campuses, including by expanding requirements governing the disclosure of such incidents and efforts to prevent them.

The bill requires the Department of Education (ED) to develop a biennial sexual violence climate survey. Statistics from the survey must be included in the annual campus security report provided by institutions of higher education (IHEs) to current and prospective students and employees.

The bill permits ED to impose civil penalties on IHEs that have violated a law under the jurisdiction of its Office for Civil Rights.

It also directs ED, the Department of Health and Human Services, and the Department of Justice to create a campus sexual violence task force.
