Spouse Employment Reciprocity and Vocational Instruction for Career Enhancement Act of 2019 or the SERVICE Act of 2019

This bill allows a military spouse who is participating in the My Career Advancement Account program to remain eligible despite a promotion in grade of the Armed Forces member to whom the person is married.
