Restrictions Against Illegitimate Declarations for Emergency Re-appropriations Act of 2019 or the RAIDER Act of 2019

This bill prohibits funds that were appropriated or otherwise made available before the enactment of this bill from being used for the construction of barriers, land acquisition, or associated activities on the southern border without a specific statutory authorization from Congress.
