Shutdown Accountability Resolution

Sets forth specified Senate proceedings with respect to a full or partial federal government shutdown.

Prescribes requirements for Senate adjournments and recesses during the shutdown.

Prohibits the presiding officer from entertaining a request to suspend the operation of this standing order by unanimous consent or motion.

Declares that nothing in this standing order shall be construed in a manner that is inconsistent with S.Res. 296 (108th Congress) or any other Senate emergency procedure or practices.

Makes this resolution a standing order of the Senate.
