Military Installation Non-Adult Offender Reform Act or the MINOR Act

This bill directs the Department of Defense to enter into memoranda of understanding with state and local jurisdictions to allow a minor who commits a criminal offense on a federal military installation to be referred to the state or local prosecutor for adjudication.
