Debt-Free College Act

This bill requires the Department of Education to: (1) award grants for state-federal partnerships that provide debt-free college for students at certain institutions of higher education, and (2) allow federal financial aid for higher education to be given to dreamer students (students who entered the country when they were under the age of 16 and who meet certain educational criteria) or students convicted for the possession or sale of illegal drugs.
