Humanitarian Disaster Relief Act of 2017

This bill allows the head of an agency responsible for the administration of the navigation or vessel inspection laws, when the head considers it necessary for humanitarian relief efforts, and following a determination by the Maritime Administrator of the non-availability of qualified U.S. flag capacity to meet those requirements, to waive compliance with those laws as the Administrator prescribes.
