This bill prohibits the Department of Veterans Affairs or a state approving agency from approving a program of education offered by an educational institution for purposes of an educational assistance program for veterans or members of the Selected Reserve or the Ready Reserve of the Armed Forces unless any such institution that administers a priority enrollment system allows an eligible veteran, member, or dependent to enroll in courses at the earliest possible time.
