Resolves that, during consideration of the bill (H.R. 240) to provide FY2015 appropriations to the Department of Homeland Security, any motion pursuant to clause 4 of rule XXII (House and Senate relations) of the Rules of the House Representatives may be offered only by the Majority Leader or his designee.
