Authorizes the Secretary of the Army to convey a parcel of the former Mare Island Naval Shipyard on Azuar Drive in Vallejo, California, to permit the Touro University California to use the parcel for educational and administrative purposes in exchange for the Army acquiring a parking facility for the Mare Island Army Reserve Center.

Directs the Secretary to require the University to cover costs (except environmental remediation costs) incurred by the Secretary to carry out the conveyance.
