Rescinds $380.9 million from the amount appropriated under the Consolidated and Further Continuing Appropriations Act, 2013 for the Medium Extended Air Defense System of the Department of Defense (DOD).

Increases by $205 million the aggregate amount appropriated under such Act for DOD operation and maintenance, to be allocated among accounts as determined by the Secretary of Defense. Requires the Secretary to submit to Congress a description of such allocations.
