Securing Job Corps Centers Act - Expresses the sense of Congress with respect to the Job Corps program.

Establishes the Jobs Corps Program Advisory Board in the Department of Labor.

Directs the Board to conduct a study and develop recommendations for improving the administration and management structure of the Job Corps program.

Directs the Secretary of Labor, acting through the Assistant Secretary for Employment and Training, to take actions to improve the administration and management structure of the Jobs Corps program, including reducing to one (currently, there are three) the number of Senior Executive Service positions within the program.

Directs the Comptroller General (GAO) to conduct a financial audit of the Job Corps program for FY2012 and FY2013 and report the results to Congress.
