Sibling Connections Act - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSA) to require the state foster care and adoption assistance plan to encourage placement of children with siblings by requiring the state, in its due diligence with regard to a child removed or being removed from parental custody, to notify all parents of a sibling of the child who have legal custody of that sibling.
