Congressional Oversight to Start Taxpayer Savings Resolution or COST Savings Resolution - Amends Rule X (Organization of Committees) of the Rules of the House of Representatives to require each standing committee (except the Committee on Appropriations) with the proper jurisdiction, after the Comptroller General reports annually to Congress on federal programs, agencies, offices, and initiatives with duplicative goals and activities, to conduct hearings on the report's recommendations for consolidation and elimination of the program or agency.
