Expresses the sense of Congress that the Secretary of State should: (1) reaffirm U.S. support for the peaceful resolution of maritime territorial disputes in the South China Sea, the Taiwan Strait, the East China Sea, and the Yellow Sea; (2) condemn the use of threats or force by naval, maritime security, and fishing vessels from China in the South China Sea and the East China Sea as well as the use of force by North Korea in the Yellow Sea; (3) welcome the diplomatic efforts to resolve these disputes by the Association of Southeast Asian Nations (ASEAN) and the U.S. allies and partners in Japan, the Republic of Korea, Taiwan, the Philippines, and India; and (4) support U.S. Armed Forces operations in support of freedom of navigation rights in international waters and air space in the South China Sea, the East China Sea, the Taiwan Strait, and the Yellow Sea.

Directs the Secretary to report to Congress regarding peaceful measures to resolve the territorial disputes in the South China Sea.
