National Guard State Partnership Program Enhancement Act - Codifies under federal law the National Guard State Partnership Program (defense and security partnerships between the National Guard and the military and security forces, and related disaster management, emergency response, and security ministries, of a foreign country). Allows funds available to the Department of Defense (DOD), including for the Army and Air National Guard, to be used for such purposes.

Repeals superseded authority under the National Defense Authorization Act for Fiscal Year 2010.
