Amends the Honest Leadership and Open Government Act of 2007 to direct the House Committee on Ethics to conduct ongoing ethics training and awareness programs for Members, Delegates, and the Resident Commissioner of the House of Representatives (Members).

Requires the ethics training program to be completed by: (1) new Members within 60 days after commencing service; and (2) Members serving on or after noon, January 3, 2015, during each session of a Congress, beginning with the 1st session of the 114th Congress.
