Timely Information Management Enforcement Act or the TIME Act - Requires the Secretary of Defense (DOD) to provide covered beneficiaries and providers participating in the TRICARE program with written notice explaining changes to any program benefits.

Requires such notification through both mail and electronic means by the earlier of: (1) the date that would afford such individuals adequate time to understand and respond to the change, and (2) 90 days before the change becomes effective.
