No Special Deal for D.C. Insiders Act of 2013 - Amends the Patient Protection and Affordable Care Act to prohibit the expenditure of federal funds to pay or contribute to any portion of the premium for a health plan purchased by a Member of Congress pursuant to the Act or purchased by congressional staff.

Includes in the definition of "congressional staff" employees in a leadership office of the House of Representatives or the Senate (consisting of the offices of the President pro Tempore, Majority and Minority Leaders, Majority and Minority Whips, Conferences of the Majority and of the Minority, and Majority and Minority Policy Committees of the Senate) and employees of any congressional committee.
