Johnson Space Center Workforce Act of 2013 - Directs the Secretary of Labor to create a two-year job training program (including a one-stop career center) to assist the transition to new jobs of workers and employees of contractors in the Johnson Space Center region whose job stability is impacted by programmatic changes to the National Aeronautics and Space Administration (NASA) space exploration program.

Directs the Secretary of Commerce, acting through the Economic Development Administration (EDA) of the Department of Commerce, to enter into cooperative agreements with eligible recipients in the Johnson Space Center region for activities to help stabilize the workforce and to promote economic growth.
