Prescribes expedited procedures for Senate consideration of nominations (subject to advice and consent) for specified positions.

Requires the Secretary of the Senate to create the appropriate sections on the Executive Calendar to reflect and effectuate the requirements of this resolution.

Requires the report accompanying each public bill or joint resolution reported by any committee to contain an evaluation and justification for the establishment in the measure of any new position appointed by the President within an existing or new federal entity.
