Amends the Congressional Budget and Impoundment Control Act of 1974 to require the Director of the Congressional Budget Office (CBO), upon a request by the chairman or ranking minority member of either congressional budget committee, to determine if a proposed measure would result in reductions in budget outlays in budgetary outyears through the use of preventive health and preventive health services.

Requires CBO, if the measure would result in such substantial reductions, to include in any CBO projection a description and estimate of such reductions and a description of the basis for such conclusions.

Authorizes CBO to prepare a budget projection that includes some or all of the budgetary outyears.
