Authorizes the Secretary of the military department concerned, if more than 15% of the qualified students at a secondary educational institution are enrolled in its Junior Reserve Officers' Training Corps (JROTC) unit and the institution has fewer than three program instructors, to detail additional active-duty officers and employ additional retired members of the Armed Forces to serve as an instructor.
Requires the Secretary concerned to cover the entire cost of employment of any additional instructors.
