Grant Return for Deficit Reduction Act - Requires any state or locality which will not use any funds remaining under a federal grant to deobligate, rescind, and return them to the Treasury General Fund for deficit reduction.

Requires the Director of the Office of Management and Budget (OMB) to report to Congress on the amount of all such funds returned.
