Directs the Secretary of Defense (DOD) and the Secretary of Veterans Affairs (VA) to submit, at least annually until January 1, 2021, separate reports to Congress on the operation of the educational assistance program with respect to members of the Armed Forces whose service commenced on or after September 11, 2001. Requires the reports to include information concerning the utilization of benefits, as well as how benefit levels affect recruitment and retention.

Repeals reporting requirements concerning the all-volunteer force educational assistance program.
