Employment Impact Act of 2011 - Requires federal agencies to: (1) assess the impact of federal actions on jobs and job opportunities, (2) include in every recommentation or report on legislative proposals and regulartory actions a jobs impact statement, and (3) review their statutory authority, regulations, and policies and procedures to ensure compliance with the purposes and provisions of this Act. 

Exempts implementation of this Act, including such job impact statements, from judicial review.
