Job Opportunities Between our Shores Act or JOBS Act - Amends the Workforce Investment Act of 1998 to direct the Secretary of Labor to make grants to or enter into contracts with eligible entities to carry out demonstration and pilot projects that provide education and training programs for jobs in advanced manufacturing.

Prescribes requirements for project activities and performance goals and measures.
