Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order to consider a rule or order that waives the application of the Pay-As-You-Go (PAYGO) rule in the House.
Prescribes a procedure for disposing of a related point of order.
Makes it out of order for the Speaker to entertain a motion to suspend application of the PAYGO rule.
