Requires the Secretary of Defense to transmit to the House of Representatives, no later than September 15, 2009: (1) the FY2010 30-year shipbuilding plan relating to the long-term shipbuilding strategy of the Department of Defense (DOD); and (2) a certification that both the budget for this fiscal year and the future-years defense program relating to the construction of naval vessels are at a level sufficient for the procurement described in the 30-year plan.
