Directs the Secretary of the Navy to operate the Navy Exchange Service Command store in Brunswick, Maine, through FY2011, and to take no action to reduce or terminate the sale of goods there during FY2011.

Requires the Secretary to: (1) operate such store for at least one year to determine the store's profitability; and (2) report to the congressional defense committees and the Comptroller General (CG) on the store's management. Directs the CG to submit to such committees an audit of the Secretary's report.

Directs the Secretary to maintain operations at the Defense Commissary Agency store in Topsham, Maine, at a level of full-service operations until the end of FY2011. Prohibits any funds from being used to reduce the level of, terminate, or otherwise disestablish such store during FY2011.
