Equal Access to Preseparation Counseling Act - Requires the Secretary of the military department concerned to provide individual preseparation counseling for each member of the reserves whose discharge or release from service is anticipated as of a specific date. (Under current law, such counseling must be provided only to a member of the Armed Forces whose discharge or release from active duty is anticipated as of a specific date.)
